Me and my husband just bought a house and some of the walls have paneling that has been painted over and then wallpaper border was added in the middle of the wall. I've always heard that fabric softener was the best thing to remove border but I really have no idea. I don't want to scrape it because it will mess up the paneling.

You may be able to remove the vinyl covering of the border with it being dry then you can apply a wallpaper remover such as DIF to get the backing off. You will have to do some scraping but that should not damage the paneling.

I have always used the fabric soft method it has never failed me so far, but I have used white vinegar and hot water and that also works well also smells more like a salad than laundry but great results
