This is in my kitchen. The floor is a concrete slab (approx 8' x10') with 30-year old low-pile carpet glued very securely to it. It's a horror! Do I attempt to remove the carpet? How? Or, can I lay tile or other flooring over the carpet successfully?

You need to remove the carpet.
Elbow grease and lots of drinks.
Cut the carpet through the backing into managable strips and start pulling it up.
Then scrape the adhesive on the slab lab down to bare concrete with flooring razor scrapers.
Get lots of blades for both and replace them as the concrete and carpet dulls them.
USE EXTREME CARE BECAUSE THESE ARE RAZOR SHARP BLADES.
Some rental facilities will rent carpet machines to facilitate removal, so that is anotehr option.
You can not isntall any flooring over carpeting.
