Under the wallpaper is an oil-based paint. I have removed the covering wallpaper and a lot of the remaining glue, using a strong vinegar solution. I've gone over the walls with TSP and rinsed as well, but I can still scrape off a little of what I think must be glue in some places. I have Benjamin Moore Fresh Start ready to use as a primer before applying a latex top coat. Can I go ahead and use the primer, leaving that small amount of glue? Or must I sand the walls?
