I am building a home that will face west. I am worried about the rooms at the front of the house getting too hot during the day. What can I do to the windows to keep these rooms as cool as any other room in the house?

Pretty simple really. You absolutely want to use windows that have a low solar gain LowE coating on them. If you need additional protection, or else you want to block solar glare, then you can use a tinted LowE coating.
I am enclosing a link as well...I am using this link because Cardinal manufactures something like 70% of all residential LowE used in North America, so chnaces are better than even that you might be looking at products that they produce.
