i am in the process of building a deck in upstate new york. the contractor dug 4 foot holes for the footings and filled them 1 foot deep with cement then placed the supports in the holes and filled them in with dirt. is this okay?

It is for a deck under 30" in height. The posts need to be ground treat rather than the typical pressure treated lumber.

You're local building inpsector wouldn't pass it if it didn't meet code.
