My husband and I recently purchased a house built by Pulte homes in 1999. We have not been able to resolve the problem with the downstairs shower. We only get scolding hot water even when we have the handle turned to medium and the cold water just trickles. We have water pressure until we turn the handle past medium then the cooler water just trickles. The bathroom upstairs works fine although it takes about 5 minutes before we get hot water (not scolding). We have a gas water heater (set on the hot range because if we turn it to the normal range we don't get any hot water to the down stair shower. We've had a plumber out but he couldn't find a problem. I appreciate any advice.

What about the basin and toilet in that bathroom. Do that have normal cold water flow?
Mostly it is in the shower valve. Either bad "guts", or something cloging the cold water in the valve or in the line to the valve.
Exactly what did the plumber check and say about what he found.
Is there an access panel behind the shower with shutoff valves. Are the full open?
Also many shower valves now have built in shut offs. Are they full open?

I too have the same problem. It just seems like all of the sudden my cold water stopped flowing. We have the Moentrol temperature/pressure balancing valve. The same ones that were installed probably 25 years ago when the house had a major addition and remodel project. Anywho, the shutoff valve is full on and has some sort of bleeder valve on it, sort of like you would find on a radiator. So.....we opened it and let a little water out. Funny thing happened.....now we get a very slight trickle of cold water. I would like to go further in my troubleshooting efforts but have no experience with the piston thinga ma bobbie...smile smile smile! Can you help?!?!?
