I recently started to redo one of my bedrooms. It had leftover wall paper glue and the ceiling was popcorn texture. When I started scraping the glue off the walls a lot of the paint started to peel up with it. After I got all the loose paint off I skim coated the walls and ceiling. After the first layer dried I realized that its was bubbling in places where the mud was on the drywall paper. I started scraping it off but I've been peeling a lot of paper off where it is not bubbling up. Should I keep scraping there or use a knife to cut around the bubbled areas. Once I finish I will prime the wall before applying any more mud. Thanks!!!
