We are looking to build a fence for our new home. One company says only concrete posts and one company is saying they no longer use concrete footings. They put the posts in below the frost line (we live in Minnesota) and that in 3 years no one will be using concrete footings here. What do you think?

My town requires the posts to be below the frost line and set in concrete. We had a cedar fence installed and within 3 years the posts started to rot and break. I replaced them with ground contact treated posts and 15 years latter they are still standing. I brought the concrete up to about 3 inches above grade. I have been thinking about using metal posts if we ever replace the fence.
