mexican pebble expansion joints
I am having a pool and deck installed. the deck is going to be brushed concrete will have 6 inch expansion joints throughout with a 1 inch depth. I plan to set mexican beach pebbles in the expansion joints instead of typical matericals like flagstone. I have done many tile projects and have worked with mortor you use for tiling, but i am wondering what I use to adhear the flat pebbles inside the expansion joint. and if you grout like you do when tiling?
I've removed the rotten wood & dirt from driveway expansion joints and have filled them with small gravel & corse construction dirt. I plan to top it off with colorful pebbles.

After researching driveway expansion joints I learned that foam backer rod (3/4"x20' foam roll) should be inserted atop filler, and on top of the backer rod self-leveling sealant should be applied. (To waterproof the joint)
I don't know if the colorful pebbles will adhere to the sealant. Fingers crossed for luck.
