Before I start digging to Europe, I have my main water line from the street leaking, for the second time in two years. A plumber told me that the best thing to do would be just to forget the old line and install a whole new line, to avoid any future breaks. It's quite a bit of digging either way, so my question is, in the long run, will it be cheaper to just replace the whole thing now? I have to dig anyways, and to do the whole line it's not a long distance. Any advice?

You did not say but if your main line is galvanized, it's a good idea to replace it. Once they start to leak, it's a mess. They do rust through and continue to do that.
