In answer to your question, OSHA considers broken tiles "non-intact" (in contrast with "friable"). This is because, as you say, broken tiles are generally not reducible to a powder by hand pressure. There are lots of technical reasons for this distinction but they don't have a whole lot of practical importance for homeowners.
