i am making the garage a bedroom and utility room. do i put cold air returns in the new bedroom and utility room ?

and is it ok since the heating ducts are in the floor joist in the celler to cut into the botom of the one closest to the garage put a 90% elbow in and run that to the garage for the new bedroom and utility room for heat

The answers to your questions are yes. For proper air-flow you will need a supply and return for the additional space. Whether your unit is "sized" for this area is another question. Some modifications may need to be made such as dampers on existing runs. A garage can have alot od sq. ft. that may take away from other areas.
