Built a new house and our contract had a 13 SEER A/C in it. When I went outside to check the unit to get the local utility rebate, I noted that it was a 12 SEER. It's a WeatherKing and I know they don't make a 13 SEER unit.

I asked the builder about it and he asked his heating a cooling guys. The response was that the techs put in an aspen coil that upped the SEER to 13.

Couple of questions.

1) Is this possible? Sounds kind of scammy to me. Will it really achieve 13 SEER just by upping the coil even though the unit outside says 12 SEER on the label?

2) How do I verify this. I don't even know where the heck the coil is. I'm assuming above the furnace where the tubing runs in, but how can I verify this?

3) I also told the contractor that I would want to finish the basement someday. His HVAC guy said that he'd up the tonnage to 4.0, which I paid $250 to do. How do I verify that as well?

The house is 2,000 square ft. ranch with a walk-out basement. Total finished (someday) sq. ft. will probably be around 3,200. I live in Iowa and the summers are hot and humid. We have allergies, so we use the A/C a decent amount.
