I want to cut a 3 inch tall by 10 inch wide range hood vent through an exterior cinder block wall. The vent will be about 25 - 30 inches from the top of the wall ( single story house ). Do I need to reinforce the opening or is it pretty safe to just cut and slide in the duct ??

You should have no problems with a hole of that size. No additional reinforcement should be needed.
