I put down a cermaic floor in the bathroom, and I didn't make sure it was level around where the stool was to go. Now, I go to set the stool and you guess it, it is at least 3/16 unlevel, is there a fix for this or do I need to retile and make sure it is level?

Set the bowl using a level and do NOT look at the gap under it.
Now that you have it level you can use shims that are non absorbent to fill the void of your screw up, washers are ok
Then you can either leave the shims and lift the stool place some plaster of Paris under it to SET IT from rocking re check your level.
Once the plaster sets you should be "set to go" excuse the pun
Do not forget the flange floor bolts and wax gasket prior to using the plaster mix.
If you want you can also leave a slight space where the plaster seeps out so you can fill this void with the same color grouting mix.
Sort of make an indentation to allow for some grouting before the plaster hardens completly
