My parents home was built in the 30's and the front porch has two sides of banisters. They are old and the paint is coming off but there are parts that simply will not scrape off. My Dad will not let me paint them until I remove all the paint. I have painted them in the past as they are now and it looked better than not painting. But he insists that it will look better if I remove all the old paint. Any ideas on how to do this?

Yes they will look better you won't have the old paint to peel later.

The Peel Away company has a product called Smart Strip that works very well,and is easy to use.

Once all the paint is removed you will need to prime them with an exterior oil based primer ( slow dry) such as Ben Moore Moore White. Then topcoat with two coats on an exterior acrylic semi-gloss, such as Ben moore Moore-Glo.
