flushed the toilet and it did not fill back up with water in the tank. After refilling it tried again and now it will not flush but the water still drained out of the tank. The tank is empty. This new toilet was installed less than a year ago. Any help will be appreciated?

Assuming the tank fills up to the normal level the toilet should flush when the flapper valve opens with the handle to flush. If the tank empties, where is the water going?
You didn't mention if the water is going into the toilet bowl.
Is the toilet bowl slow in draining after you flush? Could be clogged.

Check the tank refill mechanism for proper operation and the flapper valve for proper opening and closing. Also check to see if the toilet drain is clogged. Use a plunger or snake to unclogg it.

rm...thanks for your response...already used the plunger so it does not seemed clogged..now it won't flush at all... after filling it up the water seems to be dripping into the toilet bowl...otherwise the tank is bone dry with no water going in. any suggestions? thanks

If no water is going onto the tank (as opposed to the bowl), make sure nobody turned off the shutoff valve (at the wall behind the bowl). If the valve is ON and the water is available, then the only answer is that the fill valve is failing to allow the water to fill the tank. Make sure the float is not stuck. If it's not, then replace the fill valve.
