What would be a good tool to cut plastic wall paneling. I have tried many different methods, and none are easy. I was just looking for some helpful advice.

I would suggest a roto zip with a wallboard cutting tip which there are several assorted bits available. see my website You will find this tool and the correct bit for this job.

I would think a circ with a fine-toothed laminate or plastic blade or a sabre(jig) saw would do. If it's really thin, a router with a narrow, straight bit or rotoray saw would probably give the cleanest cut.
