kitchen sink hot water shutoff valve is stuck. used wd 40 but that has not worked. cold water shutoff works. the hot water has been tapped into for the dishwasher this shutoff is before the main shutoff. this valve does not shut water off completely to the sink. the main shutoff handle will not budge. the handle is made of plastic. any suggestions would be appreciated thanks.

Typically, I will remove the handle, then take off the nut holding the stem in place, then re-install the handle and unscrew it out of the body. You have to make sure the water is off to the house first, but then once it is, you should be able to remove the stem out of the body. If you can't, its a perfect time to replace the stop valve with a new one.

good luck
